Not only that there is no design, but is hard to find what one wants to
download in the present table. I'm not new here and I have to read whole
table to find what I want.

Improvement would be darker orange for the links, now it looks fine, but when
comes to reading it is not that comfortable.
Empty space at the top in the middle is something that I don't find as good.
There must be something from left side to fill that space.
The middle portion with frames around every title looks better. I would only
use rounded corners, or top corners rounded and bottom as is, to be in style
with the rest of new proposal, but absolutely not abandon them.
The color pallete seems to be small. We have a lot of elements that should be
highlighted and it will not work well with few colors in present pallete.
We should be able to give some identity to different web pages and different
content, not only text, but graphic and color too. I guess that you have that
in plan.
Register/Login looks much better now. Though it can have it's own frame, and
than "Getting openSUSE" can go all the way up.
Top frames with openSUSE logo and register login should be rounded at the top
to mark that one is at the top of the page, and nothing is left out.
All in all new proposal looks fine.
