Frankly, I didn't really like that approach. The side and top bars feel
misplaced somehow.

Having it on the front splash / portal my be advantageous, as people will
notice it in any case.

Let's try not to distract our users :) Having the portal / splash page
modeled around the wikipeda portal with it's multi-language search is
probably the way to go. It seems to have worked out very well for wikipeda
in the past :)

The splash / portal is probably one of the most important pages! Disussing
it in detail and reaching a consensus on this topic is very much
reasonable :)
