Indeed strange to see that 1.1 or 1.1.1 looks more importand then 1. Also
there is no real difference between 1.1 and 1.1.1

I am all for that. I sometimes had the feeling that the heading layout was
in reversed order. It indeed has a much more logical thing to it.
