Ok, it seems Matthew Ehle deployed te changes, so i closed these bugs. The index pages are served as utf-8 now, and the included whats_hot.html and news.html are also utf-8. But I still wonder where this wysiwyg editor is, and who uses it? For example there is a recent russian whats_hot translation, but it's not included in the russian page.
