That really sounds interesting to me.
I would limit the function of this notification tool to
system/application informations onyl and separate it from e.g. the
openSUSE updater or core updates that should be presented more prominent
to the user. Mainly because they are potentially vital for the system
security or they require some cognitive attention like "Do I really
want/need update XY".
