From the on-going KDE IRC meeting:

frontend to be used on 12.1 (if it will be updated to Apper)

with danntti in the past and he would do his best to create an official 
release for apper, but this never happened

[17:02] <tittiatcoke> I am using apper from git and that works fine :-)
[17:02] <tittiatcoke> wstephenson: A lot has changed in Apper during your 
absence. danntti really pushed a lot of stuff so that he could make an 
official release so that we could include it in 12.1

So I guess there'll be an answer soon. But there seems to be a pretty good 
chance Apper will be in 12.1
