Oh, yes, we deeply want to disable this. Pulling upstream translations
makes sense only at the start of translation round, not at the very
end of it (RC is almost here!) burying a lot of community work alive.

My opinion is that we should use upstream translations as much as possible.

Only we need a bit of notice at the end, after the last overwrite from
upstream is done, so we can "fix" certain problematic upstream translations -
for me it's only "personal settings" and "configure desktop" which always get
replaced by upstream translation of "systemsettings" for some reason.
