[opensuse-translation] Additional pre-commit check script

We are not in the progress of installing an additional pre-commit
script. For progress info, see
http://devzilla.novell.com/forge/show_bug.cgi?id=84 ;(I put it on hold
because I do not want to cause side-effects to the SLE10SP1 branch).
This script ensures that Plural-Forms statements are used in a
consistent way. All po files not must must the definition in the
50-memory/head-info.$LL.po files.
