This worked correctly for me in 11.2/4.3.1. I.e. I had "Indstil
skrivebordsmiljø / personlige indstillinger" (configure desktop / personal
settings).

After updating to 4.3.4 from STABLE kde repo, it's "broken" again. (I now have
"Systemindstillinger" (systemsettings)).

The wrong (upstream?) translations are inside
'/usr/share/applications/kde4/systemsettings.desktop'

I believe the translations should _not_ be inside the .desktop file - and
instead the correct translations from the package 'desktop-translations' should
be used.
