Hi Larry, 
that's true I find it hard to understand how testopia works. As far as I could 
figure out from the documention the procedure for defining and running tests 
is as follows

1. create a testplan
2. select or write test cases
3. create a test run and attaching any bugs to the test case instance which 
failed.

If you look than into the plan and the test case, then all bugs filed to any 
instance of the same test case should show up in the bugs tab.

The idea is creating a test case only once and use it in as many test plans 
and runs as you like. Some for the current plan, every core tester can create 
a run for him-/herself without interfering with other testers.
