IIRC zypper update honors patches only by default, not packages.
To change this behaviour, use zypper update -t package
# zypper help update
update (up) [options]
Update all installed resolvables with newer versions, where applicable.
Command options:
-t, --type <type> Type of resolvable (package, patch,
pattern, product) (default: patch)
-r, --repo <alias> Limit updates to the repository
specified by the alias.
