telnet doesnt work

Hi,
I am not able to telnet to my system...I didnt have this problem when
I was running 9.1....
>telnet 215.176.125.70
Trying 215.176.125.70...
telnet: connect to address 215.176.125.70: Connection refused
What configuration changes are required to be done in this case? If the
firewall is on, can i disable it completely or is there any way of
allowing my telnet session to happen?
