This behaviour is quite normal.
According to /etc/services this is ident-service.
Even if you pop email the server may try to contact
this service. If you simply drop such packets the
retries of the pop-servers takes a while before
it is sending you the mails without such a identification.
If you reject packets on 113, the server knows that
it is senseless to retry and is sending emails instantly.
