Maybe something is getting screwed up in the telnet translation of the % character ?
I bet too that this is happening. Some telnet/ftp/http conection use %20 as white space and %16 looks like an ASCII control char. In the other hand, I can tell that this kind of behaviour is strange, because I used to have a password with char "%" inside and nothing strange happened, maybe because the previously and next char where simple alphabetical characters, not numbers. Can you try with something like Ct%I6+X ( an uppercase i in place of the one digit ) and tell us in the list ?
