Thats exactly what happend. A setting in /etc/ssh/ssh_config overrides an
user setting ( I tried this with several options ).
Does it work that way on your system ?

Thats exactly what happend. A setting in /etc/ssh/ssh_config overrides an
user setting ( I tried this with several options ).
