every ISP has an abuse@isp.name email address. This is the only real way to get something done although in truth it will depend on the nature of the offence. Many ISP's don't have the man power to chase down offenders and many (especially when it is a dial up port) will not be helpful in determining who the offending user is. Many ISP's will blackhole IP addresses that continuously offend, so it would be a good idea to get hold of your own ISP and complain so that you do not waste your local loop bandwidth to deliver packets to /dev/null
