The problem is not on the Linux side, but the telnet client in NT and W2K is as good as the additional cost: it does not cost any money in addition to the OS licence, and it is nothing worth. So the question is double off topic: it is not security related, and it is a Windows problem. AFAIK there is another telnet client in a package called something like "Unix tools for windows" (I do not remember the correct name). It can be downloaded from the MS Server (http://www.microsoft.com). But there are other telnet clients in the net. I frequently use putty and find it very useful. It is not only a telnet client but a ssh client as well, which might be a better choice for you. Others might be good as well. But in every case you have to ensure that the setting of the terminal type (vt100, vt220 etc.) in the telnet client has to fit the setting in the shell on the linux side (export TERM=vt220). This is the point where the telnet client from NT/W2K fails.
