This has been taken care of ini the design already. Take a look at
/etc/nscd.conf, starting with SuSE-6.4 or 7.0 (don't know exactly) there
is a line like

enable-cache hosts no

This turns off that feature completely. It may make sense!

negative-time-to-live hosts 20
This makes that "host not found" for that entry doesn't get older than 20
seconds.
