I don't get the sense that that's what Cornelius is proposing or suggesting.
It's a question of approach - rather than a page that lists a bunch of warnings about what not to do, have a page that lists a bunch of things that you *need to do* or *should do* in order to be a project member.
In a way, you could say it's about a 'marketing spin' - provide a positive message that says the same thing, rather than a negative message that pushes people away.
I very much doubt that anyone will argue against better presentation, improved wording look and feel. Thus, someone who feels strongly please go fix the page, instead of saying "it's not nice".
