If everyone who wants to be a member gets to be a member just for filling out the application then we might as well not have it. The board can then be elected by the general population on the internet and everyone can run. I don't get the sense that that's what Cornelius is proposing or suggesting. It's a question of approach - rather than a page that lists a bunch of warnings about what not to do, have a page that lists a bunch of things that you *need to do* or *should do* in order to be a project member. In a way, you could say it's about a 'marketing spin' - provide a positive message that says the same thing, rather than a negative message that pushes people away.
