Two answers, depending on what you are asking for.
a) why it isn't in available in YaST software search without adding repositories
It is not part of the distribution, it wasn't integrated, nobody is maintaining it there. User can became maintainer, maintain it in the distribution (probably can reuse quite some of the upstream work) and than it will be in the distribution.
b) why ownCloud is not in community repos offered by YaST
Don't know, probably can be added, try filling a feature request bug :-)
I won't add repos to the list by people asking. This list is in no definition meant to be all inclusive - it's meant to be the most popular to simplify tasks often done by users.
