Just trying to understand why is happening in your side is needed to know what aspects could impact that outcome.
Does it still happen from different: 1) Browsers 2) Desktop Environment 3) Operating Systems 4)Network (Internet frome WAN, LAN, etc.). Any possibility your ISP or having any server that is caching that web page?
If you were using only one of the above options it is possible to try another option? It it only for troubleshooting isolation purposes
I am about ready to completely give up.

I know the infrastructure is having some issues from several months ago.
Recently, I have no heard anyone complaining about those issues.
