When things are submitted to Factory is up to the respective package maintainers, and their preferences and priorities. My best guess is that you'll see LibreOffice 3.5.x in Factory in the not too far future.

I would like to remark that the same is true for 12.1 where LibreOffice:Unstable also contains the Stable version 3.4.5. Unstable suggest at least 3.5.0 if not 3.5.1.rc2.
