It is a fair question, no doubt. But it begs the question as to what
constitutes "activity", and that hasn't really been defined. It's hard
to discuss moving people to an 'inactive' status if 'active' isn't
clearly defined.
We could make passwords expire after say 2 years.
Then those definitions become much easier, I'd say.
(assuming, we implement such expiration and timely reminders in an
automated fashion, of course).
