WRT a reason why a member sometimes will not vote .... sometimes timing wrt 
family and work (plus vacation away from the Internet) can 'conspire' together 
to cause one's good intentions to vote, not to work out.  One may, for example, 
have reviewed 1/2 of the issue needed to be reviewed prior to voting, only to 
have the unexpected 'steal one's time', and the deadline then pass by the time 
one recalls its important to vote before a specific date.  

Shall we penalize members in such a case by removing their membership?

Hence I think the question is NOT why someone might not want to vote, but 
rather it is "name a reason why one can not vote", ... and I hope that I just 
did, ... ie on occasions the best laid plans to vote, do not work out.

On a different (but related) note ... this is an excellent an I believe most 
useful mailing list thread, and most interesting.
