That's a very good point.
It is (in a perfect world). In our current state I still don't think it makes sense to do it that way because it means that the earliest next Evergreen release would be 12.2 and I'm scared to commit to something I don't even know yet. Loosing that rule a bit I could imagine it would be enough to announce it before the following openSUSE is released. So it would have been nice if we would have known it before 12.1 got released. This would be something I can agree with but it's too late now unfortunately.
