I would not be in favor of a mandatory vote, especially as a reason to
disqualify their membership.  There are 1,000,001 reasons why someone
might not or could not vote even though they were already eligible to.

Let's not get into that level of requirement for our existing members.
I can hear the cries of foul already.  :-)
