Can't you (plural) come with a phrase that somehow advertises that KDE3 is
somehow still available here, without implying that it has the same level
of maintenance that KDE4 has?  A compromise?

It is a fact that there are people still using or wanting to use KDE3. Why
not tell them? Sure, not at the same level as KDE4, that's obvious.
