If I understand correctly, this might be deeply related why Sascha
thought German version of OWN should be moved to open-slx site.
He may have thought the answer for this situation would be C.
If German translators just need to refer to German law and guideline
in case the German version of OWN would be published on the site
which is run by German organization, the situation would be much
easier, because German translators might be much more familiar with
German law and guideline than which of USA. (I know, whether the
site which owned by open-slx is the best place for that or not is
yet another question, though.)
