the problem is IMHO simple. A name is used to communicate with others
(=not openSUSE users), and for most people the number after the period
is a minor number. so
11.1, 11.2, 11.3 are vall the same version, only with some bugfixes.
worst, many think X.0 is a beta version, unstable.

there is no such problem with most other numbering shemes. I like the
year:month system, but will be perfectly fine with a simple numbering
like 12, 13... letting X.yyy for rolling releases (tumbelweed?) if
ever they where necessary
