Linux has already been making progress in local government - there are plenty of examples across Europe, although far from all well known. For instance - Kanton Solothurn decided back in 2001 to migrate to opensource/Linux. They're not done yet, and of course they've had all kinds of issues and criticism along the way. My gut feeling is that there is little we can do to further encourage any company, institution or office to switch to Linux.
