I think the issue is that we have no suitable method of ascertaining
those needs and preferences.
IIRC there was a user survey recently, I don't know if the
results have been/are going to be published. It should give at
least a hint at current usage patterns and community structure
altough the the representativeness of such an online survey about
freely obtainable product is of course questionable.
