talking with the omegat developper, omegat can open the man pages if
you add ".txt" at the end. Thay are openned as plain text, but omegat
can help translating sentence by sentence, managing dictionaries and
so on.

I see also on debian a po4a utility that can translate mlost things
to/from po files
