How we going to enforce this? With tons of email accounts that one can create on yahoo, gmail etc, banning is not an option, unless those two and few more free email services want to cooperate and remove accounts on short notice. Deleting from archives can be an option to prevent web presence of such content, but that is also extra work that someone will have to do.
