I'm not familiar with redmine. Some of us have been using
basecamphq.com on a smaller scale to see how it works.

My suggestion to you is instead of proposing something that covers all
projects, just go ahead and implement it for a project you are highly
involved with. See how it works and what pluses and minuses were
encountered. Then have something to demonstrate to the broader Project
as an effective tool.

It's easy to say "why not" but more effective to say "here's why." :-)

Keep up the good work on finding ways to effectively manage our various
projects.
