democratic way. And for Germans being able to get tax benefits for donations,

I'm not necessarily advocating an e.V., but I wouldn't exclude this option
lightly.

You are correct. We just went through a several month process to setup a
Scribus .eV in Germany. Its taking ages to get the final OK.
