In my opinion/experience, it's generally best to start with the assumption that what's been said is *not* intended as an insult unless it's really, *really* clear that it's meant to be. In otherwords, apply the "tact filter" inbound rather than assuming the tact filter was applied outbound on the sender's side. If it turns out that it was applied on both ends of the conversation, that's great, but it's usually safer to assume in questionable situations that it was applied than it wasn't - that can lead to less misunderstandings (and flamewars).
