Another option (something that I see in a few communities) is the ability
to vote on bugs - let the community decide what's important for them.
Maybe that would work here - though I imagine with the sheer size of a
full distro, there'd likely be many bugs with 0 or 1 votes and not many
with more than 10 - but it's a mechanism to get feedback from the
community about what's important to them.
Bugzilla for openSUSE/Novell does have voting. It's kinda hidden,
though.
