Once we decide on participation, we should create a wiki page to point
people to for further information.  A couple of weeks ago, a student
came into one of our IRC channels asking around expressing his wishes to
participate in GSOC.  I was a little lost to not be able to point him to
a page where he could follow a procedure for whom to ask for more
information, apply, etc.  Best I could do was to tell him to sign up for
the -project mailing list and make his request there, which isn't always
the best solution.
