Who have the vote for this election ?

That's the Members as in http://en.opensuse.org/Members

Who decided who have the vote ?

It will always be the Members who will vote, afaik.

Note that the members page explicitly mentions this:

All openSUSE members will:
[...]
Be able to participate in elections and votes of the openSUSE
community

Well, even if the Members are automatically given right to vote for
every elections, are there any rational explanations why we should
always limit voters only to Members ?
