I'm kind of interested in why you think this, though. Do you think
it's because selection of membership is open to abuse by the board,
really?

If the board selects its own voters than this can create a potential conflict
of interest in some cases. I think it would be better to avoid this from the
beginning. I fully trust the current board to handle this conflict of
interest in the right way, but why create a potentially problematic situation
when it's easy to avoid that.

I also think that the time of the board can be spent better than on reviewing
membership applications.
