The main practical problem I see is "are counted only once when casting ballots for the board"

this seems very hard to achieve exactly. The only way is paper mail (and it's not without fault).

It's not unusual to have several identities in the internet, let alone work one and fun one. I even have two Novell one (in fact one for sysadmin, one as user), so even one people could be member twice :-)

but if we have enough voters, this should not be significant as long as robots can't vote :-))
