It was done at the Free Standards Group: The board had e.g. two
community seats and two commercial member seats and community members
could only vote for the community seats, and commercial members for the
commercial seats...

I don't remember the rationale of that process but it's an option used
by others.  From what I've read here so far the consensus is that this
is not what we want for openSUSE,
