I'd simply check the last election results for the person with the
third-most votes [1]. (S)he would then automatically be in the board.


What I'm missing in the discussion right now is: How often should be
elections? Every year? Every two years? ...?

[1] assumed that we have a Novell and a community list, and the two
people with most votes from each list are in the board initially
