What about allowing votes only:

1. From (or at any rate, purporting to be from) email addresses
registered on some specific date e.g. on 1 Jan 2008 as users on OpenSuSE
Wiki, on one of the SuSE related fora (*), or maybe other related sites.
We'd need to have a fairly broad range cover most active users.

2. Requiring confirmation of the voting email before accepting it (by
replying with a hash code that must be returned as validation)

(*) requires co-operation of the forum operators, either to release a
list of email addresses or to agree to check submitted addresses against
their private list.
