It means that many people look for something to do and take time to make another software that exists in many versions, for instance text editor. They can find more appealing to stretch their muscles on something that will have some really good purpose. And the http://sourceforge.net is the web site where anybody can start some kind of software project and it is possible to find a lot of developers.
