[opensuse-packaging] Publishing disabled on KDE:Qt5 and KDE:Applications

...or in other words, anyone who uses those repositories wlll basically break his installation with "zypper dup". Can someone please enable publishing on KDE:Qt5 and KDE:Applications? I filed some bugs on bugzilla but there has been no rection from the assignee.
