Such packages would have to come from a different repo as a) the majority of users just install into the standard directories and b) we try to minimise the use of rpath for standard directories. If you have a non-standard system wide directories you can just drop a file into /etc/ld.so.conf.d that lists these, run ldconfig and you're done.
