He used the format_spec_file service that comes from obs-format_spec_file package that me and others are trying to slowly obsolete. Also format_spec_file does not change header order, just splits lines on BuildRequires and few other tweaks.
Let me repeat: I did run exactly the command I was asked to run by the message I got when my first submit request was declined. If I was told to run some other tool, I would have.
On the other hand, if all changes from that request really come from spec-cleaner tool, it would only support my point that forcing such strict formatting policy actively discourages people from submitting their packages to Factory. Is this your opinion or are you aware of others feeling same? Also note that usage of spec-cleaner is not mandatory but just adviced, and not in all cases, as it would mess up some more complex packages.
