[opensuse-packaging] 13.2 freeze

Hi, We don't have an official roadmap for 13.2, but the experimental roadmap I made has a Beta1 release on September 18th. This means by September 15th everything has to be gone through staging projects - and the bigger the changes you plan, the earlier you should submit it (yes, I look at you artwork guys :).
